HISTORY
Philippi Park is a boat-in only park on the John Day River that was closed to camping and day use in 2013 due to high costs and declining budgets making it difficult to operate and maintain. Prior to its closure, Philippi Park had provided recreation’ facilities including docks, showers, restrooms, and 35 campsites to approximately 13,000 visitors annually for more than 35 years.
OPAL FOUNDATION GOAL
Our goal is to reopen Philippi Park in the year of 2016 and to allow the park to run self-sufficiently. We are working together with the Army Corps of Engineers and the surrounding communities which include, the Port of Arlington, The Dalles, and Rufus.
The Opal Foundation’s purpose is to offer financial support to public and private recreational entities, such as the U.S. Army Corps of Engineers, State and County parks, as well as private recreation sites throughout the U.S. Our goal is to create opportunities that allow parks and campgrounds to operate successfully as well as make continuous improvements to attract visitors. We help support local communities by improving economies and bring communities together by sharing these treasured properties with the public.

PHASE ONE
- Expand additional campground area creating additional docks and swim area.
- Build an onsite live-in office for full time host.
- Reestablish Docks System
- Repair Septic System
- Improve Irrigation System
- Install Coin Operated Shower
- Establish Garbage Removal
- Add 30 Picnic Benches
- Log Barriers (for protection of docks and swimming area)
- Purchase of Maintenance Equipment
- Hiring of Staff
- Install Signage
PHASE TWO
- Expand campsite area to additional 15 acres around the shore line back to the 1976 plans.
- Day Use Area
- Rental Equipment (kayaks, floats etc.)
- Ice Machine
- Volleyball Area
- Playground
- Two Ski Docks Reestablished
- Establish Trail Walking Areas
